If it was, there'd be no point in the camera updating every 1/10th of a second... A snap every 6 hours and you'd have some interesting time-lapse photography, and that's about it.

Doubtful. They say it's been there for two months? There should have been bloating, colour changes and fluid seepage by now. Plus, the whole thing looks far too clean. The only way that that body could have been dead for two months is if it is sealed in an airtight container in a cold, dry place...
Aditionally, several fetches of images/headcam1.gif over a period of time produce files with exactly the same md5 checksum. Given normal noise etc on the CCD used in a live webcam feed, that would be impossible.
